Fujian Promotes Fully Biodegradable Mulch Film, Offering Subsidies of 117 Yuan per Mu

 

August 6, 2024, Shanghai - On August 5th, the Longyan Municipal Bureau of Agriculture and Rural Affairs announced that they are actively promoting the application of fully biodegradable mulch film.

 

In accordance with the spirit of the 'Fujian Province 2024 Scientific Use and Recovery Project Implementation Plan for Mulch Film', farmers can receive a government subsidy of 117 yuan per mu for using fully biodegradable mulch film that meets standards. Just like conventional mulch film, this biodegradable variant, when used for covering the soil surface during crop cultivation, offers properties such as temperature enhancement, moisture retention, weed suppression, and light transmission. In the natural environment, this film can be 'degraded' through microbial action, with the end products being carbon dioxide and water, posing no pollution to the environment. Using fully biodegradable mulch film, farmers can achieve a reduction in white pollution in their fields without having to manually collect the film, truly realizing 'no need for recovery, no pollution.'

 

To further promote the use of fully biodegradable mulch film, the Municipal Bureau of Agriculture and Rural Affairs is actively conducting trials to assess the applicability of such mulch films. They have contacted Dr. Jia Xianbo from the Institute of Resources, Environment, and Soil Fertilizers at the Fujian Academy of Agricultural Sciences and invited provincial experts to guide local farmers in the proper use of fully biodegradable mulch film. Trials are being conducted to find a fully biodegradable mulch film that matches the local climate resources and crop growth needs of our city. Thi year, plans are in place to establish 20 trial points for fully biodegradable mulch film across the city, with 11 trial points already set up on crops such as peppers, passion fruit, cucumbers, and eggplants.

 

As of June 1st, 2024, the 'Regulations of Fujian Province on the Prevention and Control of Solid Waste Pollution' came into effect. The Regulations stipulate:

 

County-level and above local people's governments shall organize relevant departments to establish a full-chain regulatory mechanism for the production, sales, use, recovery, and reuse of agricultural films. They should appropriately adjust and reduce the area covered by non-biodegradable agricultural films according to local conditions, organize routine monitoring of agricultural film residues, conduct evaluations of the suitability and biodegradability of agricultural film covering technologies, and promptly understand the situation regarding agricultural film residue pollution and recovery utilization.

 

Township governments should increase the promotion of fully biodegradable agricultural film products and mature technologies, promote orderly substitution with fully biodegradable agricultural films, guide agricultural film producers, sellers, users, etc., to adopt governance methods such as mechanized collection of discarded agricultural films, specialized recovery, resource utilization, and reduced alternatives, and urge them to fulfill their primary responsibility for agricultural film recovery.
